   In the time span between the first IPF in April 1999 and the second one in May 2000, NPC had numerous achievements. At IPF 2000 , Mohammad Reza Nematzadeh, Deputy Petroleum Minister and NPC President brought to light how NPC's achievements were made in this period. According to Nematzadeh, in early 2000, two of NPC's projects; a 30,000-t/y ethanolamine and a 660,000-t/y methanol project came on stream increasing the company's annual production capacity to around 15 million ton. He pointed out, "a 180,000-t/y paraxylene project at Bandar Imam is being commissioned and will start production shortly. A 500,000-t/y MTBE project will come on stream in early 2001. Implementation of the Amir Kabir Petrochemical project has already started and the installation of the high-density polyethylene unit is under execution".

   Nematzadeh said that "NPC had signed contracts equal to $1.6 billion on the basis of long term credit for a number of its projects. Besides, NPC is currently in the final stage of negotiations to conclude contracts for arranging over $ one billion financial facilities for a number of other projects". He disclosed that "Since 1999 up to now, NPC has succeeded to arrange $ 1.2 billion financial facilities for the implementation of its development projects under the 2nd five year plan".

   Investment in NPC's projects was not confined to attracting financial facilities. Nematzadeh also spoke of partnership and joint investment: "Amir Kabir Company, has signed a contract with international and Iranian companies for two of its down stream units, namely, a linear low density polyethylene unit with a capacity of 300,000-t/y and a propylene unit with a capacity of 160,000-t/y on the basis of joint venture scheme." He added that NPC had signed memorandum of understandings with interested international companies for constructing a 300,000-t/y low-density polyethylene unit and a utility plant for the petrochemical facilities which would be executed at Pars Special Economic/Energy Zone (ParsEE). He spoke of feasibility study agreements between NPC and major international companies for constructing world-scale olefin and polyolefine plants at Petrochemical Special Economic Zone and ParsEE.

   In his address, Nematzadeh painted an optimistic picture of the regional cooperation initiative. He called for mutual as well as multi-lateral cooperation among the regional states, suggesting periodic and rotational meetings between the Middle Eastern petrochemical producers to exchange information and to identify and explore issues like joint investment, technical and commercial cooperation, excess capacity, global demands, tariffs as well as other issues affecting the common interests of the region's producers.
